Local privilege escalation via factory-reset cancellation logic

Elevation of privilege in Google Android 11, 12, 12L, and 13 allows local users to bypass factory reset protection without interaction. In AdminIntegratedFlowPrepareActivity.java, decideCancelProvisioningDialog applies factory-reset cancellation logic during post-setup-wizard synchronous authentication, creating the protection bypass. Local access is required, but no additional execution privileges or user interaction is needed; successful exploitation elevates privileges on the device.
