Local privilege escalation via malformed URI unparceling

Improper input validation in Android 11, 12, and 12L allows local users to escalate privileges through a malformed parceled URI. HierarchicalUri.readFrom previously reconstructed a Parcel-supplied path without using its scheme or authority to enforce the required absolute-path interpretation. Exploitation requires a local app or process but no user interaction, and the inconsistent URI can cause an unintended permission grant.
