Local service crashes via excessive APK signers

Resource exhaustion in Google Android 11, 12, 12L, and 13 allows local users to crash multiple system services using a crafted APK. The v1 and v2 APK signature verifiers accepted an unbounded number of signers, consuming excessive resources while parsing signer data. A local user can supply the APK without additional execution privileges or user interaction, causing availability-only service interruption.
