Local sensor-data access via retained one-time permissions

Improper permission preservation in Google Android 13 allows local users to retain one-time access to protected sensors without interaction. OneTimePermissionUserManager watches process importance, so a system binding with BIND_FOREGROUND_SERVICE can keep an app above the revocation threshold after use. User-level code must first receive a one-time permission; retention can prolong access to microphone, camera, or location data.
