Notification access retention via oversized shortcut IDs

Privilege escalation in Google Android 11, 12, 12L, and 13 allows local users to retain notification listening access without interaction. ShortcutInfo permits a conversation shortcut ID longer than 65,535, causing FastDataOutput to throw before notification settings are saved. A local app needs no additional execution privileges, and the failed save leaves later notification restrictions ineffective.
