Local information disclosure via country-code bounds read

Out-of-bounds read in Android 13 wpa_supplicant allows local users with System privileges to disclose process memory without interaction. The setCountryCodeInternal function in sta_iface.cpp accepts an improperly validated country-code value and reads beyond the intended buffer boundary. Exploitation requires local System execution privileges and exposes adjacent process memory; it does not require user interaction or provide code execution.
