Local NFC tag-data disclosure via foreground-state logic

Privilege escalation in Android 13 allows local users to read NFC tag data through an app that remains active in the background. ForegroundUtils in ForegroundUtils.java applies incorrect foreground-state logic, so NFC tag delivery continues after the requesting app moves to the background. A low-privileged local app can exploit the flaw without user interaction; the bounded result is unauthorized reading of data from a nearby NFC tag.
