Permissions bypass in Android 13 allows local users with guest access to enable or disable mobile data through system settings. DataUsageSummary.onCreate exposes the mobile-data toggle to a guest profile without enforcing the permission that should block the operation. Guest access alone reaches the control, requires no user interaction, and permits unauthorized changes to cellular connectivity.
