Privilege escalation in Google Cloud Android 13 allows local users in a guest profile to change the device owner's mobile-data limits. BillingCycleSettings.isPageSearchEnabled treated guests as eligible whenever mobile networking was unrestricted and present, exposing indexed billing controls without checking guest-user status. A local guest profile and mobile data are required; exploitation changes the owner's enforcement thresholds without user interaction.
