Local privilege escalation via cross-user preference changes

Privilege escalation in Google Android 13 allows local users to change the administrator's Wi-Fi calling preferences without interaction. Multiple WifiCallingSettings.java functions expose preference changes across the administrator boundary because permission enforcement is bypassed. Local access with low privileges is required; the effect is limited to changing the administrator's calling preferences, and no user interaction is needed.
