Local privilege escalation via unchecked RCS intents

Missing authorization in Google Android kernel builds allows local users to elevate privileges through the ShannonRcs service. registerGsmaServiceIntentReceiver in ShannonRcsService.java registers a receiver that accepts RCS activation and deactivation intents without enforcing a required permission. A local foothold is required, but exploitation needs neither additional execution privileges nor user interaction and can change the device's RCS service state.
