SystemUI hang via unbounded notification image loading

Denial of service in Android SystemUI 11, 12, 12L, and 13 allows remote attackers to hang SystemUI via a crafted notification image. NotificationInlineImageCache waits for oversized image data without a timeout, monopolizing the SystemUI background thread during notification inflation. A remote sender needs no execution privileges or user interaction, and the reported consequence is a temporary SystemUI hang rather than code execution or data access.
