Local trace disclosure via missing admin checks

Information disclosure in Android 11 through 13 allows local users to read system trace files from a guest account without user interaction. Traceur relies on the device-wide developer-options setting without also checking whether the current user is an administrator, exposing its document root to guests. A third-party app can open Traceur and let a guest view recorded system traces even when the administrator has disabled ADB debugging.
