Local trace disclosure via missing administrator checks

Information disclosure in Android 11, 12, 12L, and 13 allows local users to read developer-mode system traces without user interaction. Traceur entry points failed to verify that the current user was an administrator, exposing trace files and tracing controls to guest accounts. A low-privilege local session is sufficient; the demonstrated consequence is reading stored system traces, not altering system data.
