Persistent denial of service via malformed job data

Denial of service in Android 11, 12, 12L, and 13 JobStore allows local users to persistently interrupt affected devices. JobStore parses persisted job-map records without catching exceptions raised by malformed values, so invalid scheduled-job data fails again during loading. A local low-privileged app can schedule the invalid job without user interaction; after reboot, repeated loading failure persistently interrupts device operation.
