Local boot loop via malformed persisted job data

Improper input validation in Android JobStore on Android 11, 12, 12L, and 13 allows local users to cause a startup crash. JobStore loads persisted job constraints and extras without handling invalid-value exceptions, so malformed job data escapes the loader. An installed app can schedule the invalid job without additional execution privileges or user interaction; the next reboot can enter a boot loop.
