Missing authorization in Google Android 12, 12L, and 13 allows physically proximate attackers to escalate privileges after a factory reset. ManagePermissionsActivity.onCreate fails to verify DEVICE_PROVISIONED and USER_SETUP_COMPLETE before exposing permission settings. Exploitation requires physical access to an unprovisioned device, needs no existing execution privileges or user interaction, and bypasses factory reset protection.
