Local privilege escalation via suppressed notification intent

Privilege escalation in Android 11, 12, 12L, and 13 allows local users to launch an activity from a background app through a notification. NotificationInterruptStateProviderImpl.getFullScreenIntentDecision fails to reject a full-screen intent when suppressive BubbleMetadata hides the associated notification. Exploitation requires user interaction but no additional execution privileges, and the resulting launch bypasses Android's background-activity restriction.
