Local privilege escalation via tracing restriction bypass

Missing authorization in the System component of Google Cloud Android 11, 12, 12L, and 13 allows local users to gain elevated privileges. Various tracing functions omit a permission check, allowing the DISALLOW_DEBUGGING_FEATURES restriction to be bypassed. Exploitation requires existing local low-privileged execution on the device, but requires no user interaction and can cross the tracing privilege boundary.
