Local privilege escalation via system app downgrade

Incorrect authorization in Google Cloud Android 11, 12, 12L, and 13 allows local users to gain elevated privileges via a system app downgrade. InstallPackageHelper.verifyReplacingVersionCode honors the downgrade flag without comparing a system-app package against the version preloaded on the system image. Exploitation requires System execution privileges but no user interaction, and installing the older privileged app version enables local privilege escalation.
