Cross-user privilege escalation via missing permission check

Incorrect permissions in Android 11 through 13 allow local users to escalate privileges across user boundaries without interaction. NotificationAccessDetails.retrieveAppEntry fails to verify permission before retrieving an application entry for another user. A local low-privileged context is required, and exploitation crosses the separation between Android users without requiring another person's interaction.
