Information disclosure in Android 12L and 13 allows local users to read protected data through applySyncTransaction without user interaction. WindowOrganizer.applySyncTransaction conditionally skipped MANAGE_ACTIVITY_TASKS enforcement for TaskFragmentOrganizer callers; the fix removes that exemption and enforces the permission for every call. A local app with low privileges can trigger the path, but the public record does not identify the disclosed data.
