Persistent denial of service via uncaught parsing exceptions

Denial of service in Android 11 through 13 allows local users to persistently interrupt the device via malformed phone account data. PhoneAccountRegistrar.java parses persisted user data without containing resulting exceptions, allowing malformed records to repeatedly disrupt the service. A low-privileged local user can trigger the condition without user interaction; the reported effect is persistent service interruption.
