Privilege escalation in Android 11, 12, 12L, and 13 allows local users to start foreground services from the background without interaction. PackageInstallerSession and related package-manager paths send completion PendingIntents without disabling background activity launches, bypassing background-start restrictions. A low-privileged app must invoke the affected package-manager APIs locally; successful exploitation crosses Android background-execution privilege boundaries.
