Protected-content disclosure via system-gesture race

Lockscreen bypass in Android 12L and 13 allows local users to access protected content through a system-gesture race. The canStartSystemGesture method briefly accepts gestures while the emergency dialer opens because notificationPanelExpanded and occluded are both false, misrouting input behind the keyguard. Exploitation requires local access during that race; no user interaction is needed, and the published impact is limited to disclosure behind the lockscreen.
