Local privilege escalation via flush PendingIntent launch

Privilege escalation in Android 12, 12L, and 13 allows local users to bypass background activity launch restrictions. LocationProviderManager.java's deliverOnFlushComplete sends a flush-completion PendingIntent without disabling background activity launches. A low-privileged local app can exploit the callback without user interaction or additional execution privileges to start restricted background activity.
