Resource exhaustion in Android 13 WifiManager.addNetwork allows local users to cause a persistent Wi-Fi service interruption by adding networks. WifiConfigManager accepted unlimited saved-network additions from apps that were not device owners, profile owners, or system apps. A low-privileged local app can exhaust the saved-network resource without user interaction, leaving Wi-Fi persistently unavailable.
