Local privilege escalation via unsynchronized Vulkan allocation

Out-of-bounds write in ANGLE's Vulkan BufferBlock in Android 13 allows local users to elevate privileges through concurrent allocation and free operations. BufferBlock conditionally initializes mVirtualBlockMutex, leaving allocator and free operations unsynchronized when the asynchronous command queue is disabled. A local user needs low-privileged code execution but no user interaction; resulting memory corruption can elevate privileges on the device.
