Local privilege escalation via missing transcode authorization

Missing authorization in Android 13 Transcode Permission Controllers allows local users to escalate privileges without user interaction. Several getAvailabilityStatus methods expose media-transcoding settings through Settings slices without checking whether Developer options is enabled. A local user, including a guest, can reconfigure those settings while Developer options is disabled, crossing the intended privilege boundary.
