Missing authorization in Android 13 Transcode Permission Controllers allows local users to gain elevated privileges without interaction. The getAvailabilityStatus methods in several controllers return availability without enforcing the required permission check. A low-privileged local caller can cross the controller's permission boundary and obtain higher privileges; no user interaction is required.
