Local privilege escalation via missing administrator check

Missing authorization in Android 13 NetworkProviderSettings allows local users to change another user's saved Wi-Fi configuration. The onContextItemSelected handler exposed the Modify context-menu action to non-administrator users instead of withholding it behind an administrator check. A local low-privileged user can alter another user's network settings without user interaction, but the flaw does not provide a remote path.
