Persistent reboot loop via illegal intent filters

Improper input validation in Android 13 Framework APIs allows local users to cause a persistent reboot loop through illegal intent filters. Package-management APIs accept malformed IntentFilter and PatternMatcher objects without validating their internal state, allowing invalid filters to persist. A local user with ordinary application execution privileges can trigger the loop without user interaction, leaving the device repeatedly rebooting.
