Incorrect authorization in Google Cloud Android 13 allows local users to bypass a content-capture restriction and elevate privileges. The getAvailabilityStatus method in EnableContentCapturePreferenceController fails to enforce DISALLOW_CONTENT_CAPTURE when reporting availability. Exploitation requires a low-privileged local app but no user interaction, and grants access blocked by the device administrator.
