Local privilege escalation via unchecked guest activity launch

Missing authorization in Android 13 AddSupervisedUserActivity allows local users to escalate privileges by starting it as a guest. The Settings activity fails to block guest users before launching the supervised-user creation flow, and the AOSP fix removes the fallback activity. A guest session and local access are required; exploitation needs no user interaction and crosses the guest account's intended authorization boundary.
