Local privilege escalation via unchecked uninstall action

Missing authorization in Android 11, 12, 12L, and 13 allows local users to uninstall applications for all users through Settings. AppInfoDashboardFragment.onPrepareOptionsMenu exposes the Uninstall for all users action without checking the DISALLOW_APPS_CONTROL restriction. A low-privileged local user needs no user interaction and can bypass administrator application-control policy across device users.
