Local privilege escalation via pre-setup clipboard overlay

Privilege escalation in Android 13 System UI allows local users to bypass factory reset protection through the clipboard overlay. ClipboardListener.onPrimaryClipChanged creates an interactive overlay before user setup completes instead of restricting the response to a noninteractive toast. Exploitation requires user interaction on a device still in setup and exposes overlay intents that factory reset protection is intended to block.
