Local privilege escalation via one-time permission persistence

Local privilege escalation in Android 12, 12L, and 13 allows local users to retain a one-time runtime permission without interaction. The PermissionController getGroupState method automatically grants another requested foreground permission from an already granted group but fails to preserve the group's one-time flag. A local app with low privileges can exploit the grouped-permission path to keep access beyond the one-time grant's intended lifetime.
