Local information disclosure via unchecked NNAPI vector indexes

Out-of-bounds read in Android 11, 12, 12L, and 13 allows local users to disclose process memory through malformed NNAPI FMQ data. NNAPI FMQ deserialize utilities in ExecutionBurstController, ExecutionBurstServer, and ExecutionBurstUtils index vectors without validating supplied indexes and use unchecked operator[] access. A low-privileged local process can trigger the read without user interaction, but the documented consequence is limited to information disclosure.
