Improper input validation in EmergencyInfo on Google Android 10 through 13 allows local users to read other users' contacts. The EmergencyInfo manifest grants INTERACT_ACROSS_USERS_FULL, allowing EditInfoFragment.onCreatePreferences to access contact data across user profiles. A local application context is required; no user interaction or additional execution privileges are needed, and the impact is limited to contact disclosure.
