Missing authorization in Android 12, 12L, and 13 allows physically proximate attackers to bypass factory reset protection. The HeaderPrivacyIconsController.onParentVisible click handler opens the privacy dialog without first checking whether device provisioning is complete. Exploitation requires physical access to a factory-reset, unprovisioned device; no prior privileges or user interaction are required.
