Cross-user image access via missing permission check

Missing authorization in AvatarPickerActivity in Android 13 allows local users to access images belonging to other users. The onActivityResult handler accepts a returned image without checking whether the caller has permission to access the owning user's data. A local user needs no additional execution privileges or user interaction, and the bounded consequence is cross-user image access.
