Local privilege escalation via unchecked permission updates

Privilege escalation in Android 11, 12, 12L, and 13 allows local users to gain higher privileges through permission-tree exhaustion. PermissionManagerService enforces the permission-tree size cap only when adding a dynamic permission, so updates can exceed the cap and leave permission settings unpersisted. A low-privileged local app can trigger the failure without user interaction, crossing the Android permission boundary.
