Permanent denial of service via oversized Wi-Fi suggestions

Resource exhaustion in Android 11, 12, 12L, and 13 allows local users to permanently interrupt device service through Wi-Fi suggestions. WifiNetworkSuggestionsManager accepts oversized Passpoint configurations and large suggestion sets, repeatedly serializes them to XML, and can exhaust memory during saveToStore. A local app with no additional privileges or user interaction can trigger the condition; the reported consequence is permanent denial of service.
