Authenticated credential overwrite via client-certificate reuse

Improper certificate validation in Cloud Foundry API 1.140 through 1.152.0 allows remote authenticated users to overwrite syslog drain credentials. The credential update accepts knowledge of another drain's client certificate as sufficient authority, even when that drain stores no certificates. A logged-in platform user must know the target certificate; successful abuse can replace its private key or CA, interrupting logging or admitting untrusted certificates.
