Local Windows crash via uninitialized IOCTL state

Denial of service in AMD uProf before 4.1.396 on Windows allows local users to crash the host with a crafted IOCTL buffer. The AMDPowerProfiler.sys handler for IOCTL 0x22201C passes an uninitialized items structure into a fixed-size memcpy through a supplied address. A locally authenticated account able to open the driver device can trigger the kernel fault, interrupting the entire host rather than only the profiler.
