IP restriction bypass via ignored geolocation entry

Improper access control in Snort 3 rules in Cisco Firepower Threat Defense 6.7.0 through 7.3.1.1 allows remote attackers to bypass IP restrictions. The geolocation configuration parser ignores the last IP exclusion entry, causing ACL decisions to omit that configured range. Exploitation requires Snort 3 with a geolocation inspection policy and a spoofed source address, exposing assets otherwise protected by the ACL.
