Unauthenticated account access via SAML API token generation

Improper authorization in Cisco Catalyst SD-WAN Manager 20.9.3.2 and 20.11.1.2 allows remote attackers to access arbitrary accounts. The SAML API applies improper authentication checks to direct requests and issues an authorization token that grants application access as an arbitrary user. No credentials or user interaction are required, and the resulting token provides the selected user's application privileges.
