Snort restart via timing-sensitive TLS inspection logic

Denial of service in Cisco Firepower Threat Defense 7.0.0 through 7.3.1.1 allows remote attackers to restart Snort 3 via crafted TLS traffic. A timing-sensitive logic error occurs when Snort 3 inspects an SSL/TLS connection while a URL category is configured in an SSL policy, or in an access control policy with TLS server identity discovery enabled. The nondefault policy state is required; a successful trigger automatically reloads Snort 3 and causes either temporary inspection bypass or service interruption, depending on fail-open behavior.
