Restricted file access via missing permission validation

Authorization bypass in Cisco ISE 3.1 through 3.1P5 and 3.2 through 3.2P1 allows remote authenticated users to access restricted files. The web-based management interface accepts crafted HTTP requests for file functions without server-side validation of Administrator permissions. Read-only Administrator credentials suffice to download or delete certain files outside that role's authorization.
