ICMP service interruption via malformed ESP packet handling

Denial of service in Cisco ASR 5000 Series Software before 21.28.0 allows remote attackers to stop ICMP traffic over IPsec. The Vector Packet Processor improperly handles a malformed Encapsulating Security Payload packet and stops processing ICMP traffic on the connection. Unauthenticated network access to an IPsec connection is required, and the reported consequence is limited to interrupting ICMP traffic on that connection.
